上海市人民政府关于加快推进上海国际贸易中心建设的意见


The Decision of Shanghai Municipal People's Government on Expediting the Building of Shanghai International Trade Center

根据中央关于加快上海国际经济、金融、航运、贸易中心建设的总体要求,结合实际,现就加快推进上海国际贸易中心建设提出如下意见

To achieve the overarching goal of the central government to expedite thedevelopment of an international economic center, a financial center, a shipping center and a trade center (Four Centers) in Shanghai, and in consideration of the actual circumstances, we hereby present the following opinions on expediting the construction of Shanghai International Trade Center:

一、加快推进上海国际贸易中心建设的重要意义、发展思路总体目标

The Significance, Action Plan, and Objectives of Expediting the Building of Shanghai into an International Trade Center

(一)重要意义。加快推进上海国际贸易中心建设,是上海服从服务于国家战略的必然

选择,是上海建设四个中心的重要内容,也是当前上海实现调结构、促转型的有效途径。有利于上海更好地利用国际国内两个市场、两种资源,提升经济国际化水平;有利于上海更好地服务长三角地区乃至全国的经济社会发展;有利于上海积极承接产业转移,加快发展服务贸易,加快调整经济结构,顺利实现发展方式转型;有利于上海四个中心建设的协调推进,使上海早日建成社会主义现代化国际大都市;有利于促进贸易平衡,缓解贸易摩擦,进一步优化贸易环境,帮助企业提高全球资源配置能力,实现良性发展。

1.Significance.

To expedite the Building of Shanghai into an international trade centeris the inevitable choice for Shanghai to comply with and serve the state strategy, the essential part of building Shanghai into four centers, and an effective channelfor Shanghai to restructure its economy for economic transformation. This will better Shanghai's utilization of both domestic and international markets and resources so as to build a more international-oriented economic structure and better promote the economic and social development of the Yangtze River Delta as well as the whole country; it will help Shanghai with its industrial transfer, service trade development and the economic restructuring, and its smooth transformation of development pattern; it is helpful for Shanghai to coordinate the construction of four centers, and build Shanghai into a socialist modern international metropolis at an early date; it is helpful for the realization of trade balance, the ease of trade friction, and the optimization of trading environment, so that enterprises may improve the global resource allocation capacity, and achieve the benign development.

(二)发展思路。提高市场开放程度,降低市场准入门槛,简化市场准入程序,吸引中外贸易主体集聚;提高贸易便利化水平,促进贸易要素通畅流动,提高贸易效率;

加快建设以要素市场和消费服务市场为重点的现代市场体系,充分发挥市场在资源配置中的基础性作用,充分发挥流通对生产和消费的带动作用;加快营造国际一流的商贸发展环境,使上海成为交易机会多、综合成本低、市场秩序好、消费者近悦远来的现代化国际大都市。

2. The Roadmap.

We shall improve the market openness, reduce market access barriers, and simplify market access procedures to attract both domestic and foreign trade bodies; we shall facilitate the convenience of trade to promote the smooth flow of trade factors and raise the trade efficiency; we shall step up the construction of a modern market system with the factor market and the consumer service market as the main parts to bring into full play the fundamental role of market in resource allocation, and the leading role of circulation in production and consumption; we shall speed up the creation of a world-class business environment to make Shanghai a modern international metropolis with abundant business opportunities, low overall costs, favorable market environment, and consumer satisfaction.

(三)总体目标。到2020年,基本建成具有国际国内两个市场资源配置功能,现代服务业发达,万商云集,服务长三角地区、服务长江流域、服务全国,与我国经济贸易地位相

匹配的国际贸易中心。

3. Objectives.

By the year of 2020, the international trade center will have taken shape, with the resource allocation function for both international and domestic markets, developed modern service industry and thousands of merchants. Such a center can serve the Yangtze River Delta, the region of the Yangtze River Basin, and the whole country, and matches China's economic and trade status.

基本形成四个中心互为支撑,内贸与外贸互相融合,货物贸易、服务贸易(包括技术

贸易)同步发展的总体格局;基本形成市场开放度与贸易便利化程度高,资金流、商品流、订单流、信息流、技术流、人才流等贸易要素流动顺畅的运行机制;基本形成有形市场与无形市场并存,国际市场与国内市场相通,要素市场与消费品市场并举,贸易要素集聚、贸易主体活跃、知识产权保护有力、诚信体系健全、贸易标准化程度高的市场格局;基本形成口岸货物集散中心、大宗商品交易与定价中心、贸易营运与控制中心、

国际会展与跨国采购中心、国内市场流通中心、国际购物中心的功能框架;基本形成贸易设施完备、信息化程度高、服务体系发达、法制环境完善、政府廉洁高效、社会治安良好、人居环境舒适的商贸环境。

The overall pattern with four centers supporting each other, the integration of home trade and foreign trade, and the synchronized (side by side) development of commodity trade and service trade (including technology trade) shall be basically established; the operating mechanism with high market openness and trade facilitation, and smooth flow of such trade factors as capitals, commodities, orders, information, technologies, human resources, shall be basically formed; the market pattern with the co-existence of visible and invisible markets, the integration of international markets and domestic markets, the simultaneous development of factor markets and consumer markets, the pooling of trade factors, active trade bodies, the effective protection of intellectual property rights, a functioning credit system, and high-level trade standardization (highly harmonized…)shall be basically formed; the functional framework of the port cargo distribution center, the trading and pricing center of bulk commodities, the trade operation and control center, the international exhibition and multinational merchandising center, the circulation center of domestic markets, and the international shopping center shall be basically formed; the business environment including perfect trade facilities, the high-level informatization, the developed service system, the sound legal environment, the efficient and honest government, the good public order, and comfortable living conditions shall be basically formed.

二、加快推进上海国际贸易中心建设的主要任务和举措

II. Primary Tasks of and Main Measures for Accelerating the Building of Shanghai International Trade Center

(一)提高市场开放程度。深化行政审批制度改革,减少审批事项,简化审批手续,降低市场准入门槛。对没有特别规定的行业或项目,积极推进实行告知承诺制或登记备案制,变事前审批为事后监管,先选择若干需要加强的行业,在浦东新区先行试点。深化贸易管理制度改革,简政放权,方便企业。形成内外贸一体化商务管理体制,充分发挥企业的市场主体作用,充分发挥协会在行业自律中的重要作用,建设责任政府、法治政府、服务政府。进一步扩大对内对外开放,成为扩大服务业对外开放试验区域、跨境贸易人民币结算试点先行区域、拓展和提升海关特殊监管区功能示范区域,建设外高桥国际贸易示范区。

1. To improve the market openness. The reform of administrative examination and approval system shall be further carried out to reduce the examination and approval items, simplify the examination and approval procedures, and demolish the market access barriers. The notification-commitment system and registration-recording system shall be implemented for those industries or projects without special provisions, so as to change the prior examination and approval into the follow-up supervision, and pilot work shall be conducted in Pudong New Area by selecting several industries that need to be strengthened. The reform of the trade management system shall be deepened by simplifying administrative procedures and delegating powers to lower levels, so as to make it convenient for enterprises. The business management mechanism with the integration of domestic trade and foreign trade shall be formed to bring into full play the enterprises' role as market players and the trade associations' important role in industries' self-regulation, and to build a government of accountability, rule-of-law and service. The opening-up both domestically and internationally shall be further expanded to build Shanghai into a pilot area for extending the opening-up of service industry for international investors, a pilot area of Renminbi settlement for cross-border trade, and a demonstration area for the extension and enhancement of customs' special monitoring area.
